The world of qui tam legislation is a difficult one: law firms representing whistleblowers are dealing with individuals who are taking their careers into their own hands and risking everything to point out what they think is fraud. It's a David vs. Goliath theme, and Phillips and Cohen have smartly chosen to take a low-key approach to their site. On the theory that the visitor at the site must be trying to determine whether or not they should risk everything, the site's designers have gone to great lengths to give that individual the information they will need to help convince themselves to make the decision to move forward. With a consistent content strategy, Phillips and Cohen succeed by gently taking their visitors on a quick tour through the False Claims Act, and make it easy to get in touch with the firm to go the next step. The inclusion of case studies - individuals who benefited from Phillips and Cohen's representation - add a nice touch. The use of frames works, though the file names are not particularly helpful and the page titles are the same throughout (just the name of the firm) which limit the user's ability to bookmark multiple pages effectively.
