We would combine the two navigation bars into one. And if frames must be used (but why must they?), two is better than three. Search engine output was good, not great. Bookmark-friendly titles would help here. Articles were in the "Library" section, and we liked the search interface here. We found 23 articles dated 1999. Legal links are provided in an interesting format. You can search the links or browse them ten at a time, which is awkward if you don't know what you're looking for. We generally recommend providing pure browse and pure search interfaces to all of your site's content.
